Hello,
Chipping of concrete is necessary to guaranty a good bond between old concrete (in your case the foundation) and other concrete structures placed on top such as for example walls, columns etc. It is required to chip the joint so as to expose most aggregates on the surface while getting rid of the weak mortar matrix.
In designer terms, these chipped joints are called construction joints. For contractors, chipping is the most common way to produce construction joints for structural integrity on horizontal joints. Vertical construction joints can be achieved with other means than chipping, for example with false work or mesh. A bonding agent is sometimes also required in special cases, in addition to chipping.
